ORG/JOBS City of Ormond Beach Job Description Contract Manager - Solid Waste
Summary:
Performs highly responsible management and administrative work in directing and coordinating the solid waste management contract functions of the City.
Work is reviewed through written reports, for the attainment of goals and objectives, and adherence to established policies and procedures.
Work is performed under the general administrative direction of the Public Works Director or the Deputy Public Works Director.
Essential Duties and
Responsibilities:
Plans, evaluates, directs and manages the solid waste contract and all policies, programs and operations which includes collection/disposal of residential and commercial solid waste, residential curbside recycling program and roll-off collection/disposal as well as Transfer Station Operation through the private contractor.
Develops and maintains solid waste and recycling budgets and financial management activities.
Directs and coordinates the technical and administrative Solid Waste Collection Services activities.
Coordinates solid waste activities with other City programs and projects.
Develops grant applications, administers grant programs and prepares and submits required reports.
Performs recycling audits for commercial and industrial businesses and assists them in meeting recycling requirements.
Provides information and promotes effective recycling to schools, citizen groups and the private sector.
Receives and processes complaints and requests for services and participates in customer relations work.
Coordinates the removal of storm debris following hurricanes and other significant weather events.
Assists in FEMA reimbursement for storm debris removal activities Participates with Site Plan Review Committee in review of circulation and trash collection for residential and commercial projects.
Provides support for the monitoring of the City's permitted, closed landfill.
Serves as a point of contact to Volusia County for Landfill and special collection programs included household hazardous waste.
Coordinates special projects related to waste collection and hazardous waste as may arise.
May direct and/or participate in interdepartmental training, safety and coordination activities.
May provide representation from the City to regional, local or civic groups involved in technical or civic matters.
Assists in preparation for, response to, and recovery from, the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations, and shifts.
Meets attendance requirements.
Promotes positive customer service environment internally and externally.
Performs other job related functions as assigned.
Supervisory
Responsibilities:
Directs the activities of employees assigned to Solid Waste Contract Services.
Responsible for the overall direction, coordination and evaluation of assigned personnel.
Education and/or
Experience:
High school diploma, G.
E.
D.
or other certificate of competency supplemented by four (4) years of relevant experience, two (2) years of which must have been administrative and technical management experience in a municipal solid waste contract operation.
A comparable amount of training or experience may be substituted for the minimum qualifications.
Qualification Requirements:

Ability to establish effective relationships with employees, municipal officials, contract providers and the general public.
Ability to do technical research and to write clear, concise and accurate reports and papers.
Ability to make sound judgements and effective decisions.
Special Requirements:
Completion of Solid Waste and Recycling Coordinator accreditation within one (1) year.
Completion of NIMS requirements for position within one (1) year.
Possession of a valid Florida drivers' license.
